Do something about destructive teens

I am a resident of the Bronxville P.O. area in Yonkers who, with many other residents in the area, love the beauty and splendor of the park areas along the Bronx River Parkway. A group of us participate each spring in the April cleanup of the park.
Several evenings a week, a group of teenagers convene in the park between Palmer Road and Pondfield Road West and drink beer and vodka, evidenced by the myriad empty cans and broken bottles strewn in the path and the grass. Every morning after, those of us who walk our dogs find garbage pails emptied on the ground, in addition to the broken glass and empty beer cans. Recently, these teenagers decided to spray paint expletives on the ground, garbage pail and benches where they meet.
They cavort in the park until midnight and people who live along the parkway in that area hear them. Many have complained to authorities, but are told that there are only two Westchester County patrol cars between Palmer Road/Avenue, in Yonkers and White Plains. Even if they are chased out of the park, they return night after night and create a mess!
Where are the parents of these teenagers? Do they care where their children are in the evening? Do they care that they have no respect for their environment or human beings and animals? Do they care that their children are destructive and laugh all the while they are doing it? What is our recourse and why do we have to endure this garbage?
